Position Summary

The purpose of this position is to provide project management support to spacecraft specific programs from concept through proposal, contract execution, and finally through end of operational lifetime.  The incumbent will support proposal generation for both spacecraft payload and complex communications networks during pre-sales phase and will ensure customer and operational support requirement are met during the construction phase.  During the operations phase, he/she will be responsible for the successful achievement of all program requirements within cost, schedule and technical constraints as well as customer communications and customer satisfaction.

Requirements

Minimum Requirements

1.  Oversees operations phase of spacecraft programs, ensuring successful delivery of all program requirements within cost, schedule and technical constraints.

2.   Ensures that written program requirements encompass delivery of all service levels including: payload reconfigurations, assurance of service availability, communications systems monitoring measurements, payload telemetry data access, service outage and spacecraft anomaly resolution, monthly reports, program reviews and schedule updates

3.  Achieves customer satisfaction through transparent and frequent communication, on-time delivery of service and timely resolution of all issues on a proactive basis.

4.  Resolves customer outages or technical issues as primary escalation interface for Intelsat Secure Operations Center (ISOC) and customer until the problem is resolved.

5.  Serves as the lead point of contact for customer implementations, providing coordination of technical resources with Intelsat General Corporation and within other Intelsat groups to deliver service.

6.  Interfaces directly with customers and vendors as the company’s lead point-of-contact for all program activities.

7.  Manages TT&C contracts.

Participates in customer requirements definition for new shared or hosted payloads. Supports contract negotiations covering operations planning. Participates in SRR, PDR, and CDR reviews during design and construction phase.

During operations phase, produces accurate and timely program status reports and presentations that include financial and programmatic performance to senior management. Supports sales and business development teams during large or complex proposal efforts with development of project plan, risk identification and mitigation plans, vendor cost quotes, and selected proposal text.

Identifies systemic issues with customer networks and provide recommendations for solutions based on customer interaction. Oversees and participate in quality control evaluations for equipment and service performance improvements. Participates in negotiations with customers, contractors, and vendors to ensure program oversight and continuity of contractual obligations.

Preferred Qualifications

  • Bachelor’s Degree in Physics, Engineering, or Math required, with at
  • ast three years of experience in technical project management,
  • acecraft programs or related work.
  • PMI Certification is desirable.
  • Experience in spacecraft design, construction or operations required.
  • Ability to obtain Top Secret clearance required -- current clearance desired.
  • Satellite communications background with program or project management responsibilities is desirable.
  • UHF Satcom experience desirable.
